Piracy can only be combated within a framework of networked security.
Although the Navy has the most effective means for combating piracy, due to the limited number of units at its disposal, it is extremely difficult for it to guarantee comprehensive monitoring. This situation can be improved using communications intelligence resources and systems to be addressed in the remainder of this article.
